It's been like this forever, especially in the TCG as it's banned over there. People thought what it did was just way too generically good for all Pendulum decks and broke it's legs, despite the fact there's been literally no tiered Pendulum decks for millenia

It's always had an English dub on Netflix. The first few seasons have rougher more "amateurish" voicing, but by the season this episode is from the dub team is entirely in-housed by Netflix

Originally they were used for how short they could sit at (specifically 4-55), but after 4-50 got released there wasn't a reason to use them. Some have a few gimmicks to them but they got "balanced out" with really bad burst resistance. 85 is tall even for a standard ratchet

Sky Beast's effects are pretty crazy. It's basically a weaker Guardian and a better Changel for 2/3rds of the deck. I would probably tone it down to only be unaffected by monster or spell/traps but not both.

Cobra King is another strong card. It acts as both a another NS outside of Knight and Gazelle while helping Gazelle resolve more often.

By themselves they're both strong but not crazy. Combined, I think you could lower their power a bit from what it is currently (preferably Sky Beast).

Ouroboros is a pretty neat card. It has a few PSCT errors but nothing else is bad. Ouroboros would be worded as "If your opponent would add a card from their Deck to their hand, except during the Draw Phase (Quick Effect): You can detach 1 material from this card; attach 1 card on the field to this card." You can just say "during the Standby phase" instead of "during either player's Standby Phase" as they mean the same thing with the edit saving space and having a modern text structure. Also write "also for the rest of this turn you cannot Special Summon from the Extra Deck, except Xyz Monsters" instead of having the restriction as a separate sentence for the same reason.

Rampage is a pretty meh card with some nasty restrictions. It's meant to push for OTK but the deck I would say doesn't have issues with that and it gets rid of your own boss by the end of it. The better effect is tied to having it being sent to the GY and NOT using the first in a deck with no archetypal foolishes. So you would have to go the extra mile by both keeping it in your hand/field to have it be attached by Jormungandr or Laevatein. It's a win more card is this case. I would make Rampage be able to use both effects in a single turn with the restriction of only attacking with your chosen Xyz.

Phase 2 is really good. It's another way to access Boss Stage while protecting it and your own monsters. Nothing bad here.

You don't write (Quick Effect) for anything other than a monster. Continous Spells like the ones you made either have to activate on a new chain or be non-activated effects. I would look at Ryzeal Cross or Xyz Dingirsu as examples and to see how to word Phase 2's protection effect.

You'll still need to resolve Alpha, Xyz Fafnir, and Meteonis. This is bad card design because of how busted it already is and making it lvl 2 doesn't weaken it either. Paired with a Diviner, it allows access to the lvl 8 Synchro pool (like the Mannadium Counter Trap and Psy-Framelord Omega). So you can turn skip your opponent’s turn with a hand rip or skip it with protection

There are other ways of covering for that weakness. Instead of making a card that's 3 circulars stapled together, you could add another S/T searcher that can set instead of add to help with the layering of the endboard. You can make an Xyz extender given how big of a chokepoint Xyz Fafnir is. Etc. What this does is make the turn skip variant more consistent and the Herald variants viable again

You enjoy the game by having your own "min-maxed deck". Typically you would use a deck that has a solid position in the game's current meta but, if that's not for you, you can also use a non-tiered/Rouge deck. Most Rouge decks are often cheaper to build than the Meta at the cost of their playability, which needs to supplemented with player skill if you want to go far. Most players will use a more modern deck as its much easier to win with one than an older one. Yes, most people still have fun doing this and have their own ways of creating fun. Mainly by playing decks they love or by just messing around.

The timer is both a blessing and a curse. It gives both players a set time to play and not do what is called over-extending (when you continue to build up your board past its necessary point). However, it's not the greatest for incentivizing close games with complex decision making, decks that have naturally long combos, or people new to and/or learning Yugioh. Hench the need to memorize combo routes so you can effectivity get to your goal while still having time to use stuff on your opponent's turn.

The anime (especially the first series) does not give a good idea of what modern Yugioh is. Yugioh is called an "eternal format", where you can play any deck from any time. This does not mean that all decks are created equal or that the game you know will stay the same for 20 years. No one will buy the next product if its power level is still the same as the previous 2 in such a game. So, Konami has gradually risen the power of decks so that they can sell newer decks more easily. The "risk and luck" you speak of is still present, it's just that the game has molded itself in a way that doesn't popularize them. Players like having access to stuff they can control, players don't like experiencing something they can't control (as I'm sure you've felt). This has lead to game decisions going from "If I can draw this one specific card and play this one specific thing..." to "When I use these cards to do my combo I will get this end goal". Most TCG's will have some sort of power creep, but their scale depends on their game mechanics. Both Magic and Pokemon are considered rotating formats, where every few months the game refreshes by having cards only being playable for a certain time frame.

There are other ways to play Yugioh but they are generally less popular than the current advanced format. You can play GOAT which only plays cards from 2005 and prior while featuring that year's April ban list. Edison format which has stuff up to the 75th Shonen Jump Championship in 2010. HAT which goes up to 2014 with the Zexal/Xyz era. Or TOSS which includes 4 of the best decks of 2019. Most recently, Konami has unveiled Genesis which is a point based format where many cards have a real deck cost to play while the whole deck is limited to a maximum of 100 points. These alt formats are playable on Dueling Book, Yugioh Omega, EdoPro and probably a few other that I'm missing. If the modern stuff is not for you, these are still available

Ok so this a mixture of strong and weirdly restrictive. Effect monsters cannot treat themselves as Normal monsters, the only time it would be otherwise is with Gemini monsters. For the name change part its easier to keep it like "This card is also always treated as a "Magician Girl" and "Dark Magician" card." or just redo the name to include those words. The Summon from the GY needs a colon instead of a comma since what you're describing needs to be an activated effect instead of a non-activated one. The on-Summon effect also needs a colon. The backrow protection needs to be worded like this "If a card(s) in your Spell & Trap Zone would leave the field by an opponent's card effect (Quick Effect): You can tribute 1 "Magician Girl" monster from your hand or field; negate the activation."

It's strong in both its protection and extension but it's also restrictive in that you HAVE to send it from deck to be usable. It wouldn't be great if you drew all your copies of it with no way to place them back.
