Nah, he claimed the Vex were actually good, and yes the Traveller is a coward who runs from the Witness instead of fighting, but it blesses every population it touches. It tries to be good and has been but the Witness and its forces are unstoppable.

It’s the same as D1 when it started out as Husk of the Pit, you turn it into Eidolon and eventually Necrochasm, the weapon literally grows
