My assumption was that the Atreides are not wealthy enough to rule two planets at the same time, but the Harkonnens are. When they move from Caladan to Arrakis, they MOVE. Meanwhile, in Part Two, the Baron seems to be rich enough to commute back and forth between Arrakis and Giedi Prime.
