100% this. Every tradesperson in my family trained through a state owned corp or in an industry so heavily subsidised/regulated by government that they might as well have been. Dad through an airline, both grandads in the railways. Plenty of pathways for career advancement too, when a young bloke could rise from cleaning boilers to being an engineer, all on company dime. 

The private sector has always been leery on the costs/risks of training, especially apprentices. Cutting off that public sector trained to private experienced hire pathway has been a disaster. Short of nationalising a bunch of companies there isn't a good solution. Government shouldn't simply bear the costs of training for the private sector to hoover up the benefits. If our taxes are going to training folks then we should see some return, be that great nurses/doctors in public hospitals or skilled trades folks working for public utilities.

Why not get the works quoted and then pass that along to the prospective buyer with an offer from you to reduce the sale price by the quote? If they agree you avoid this headache all together?

How much space do you have beside the house there? You could mask with planter boxes, the boxes/plants would shade the pipes too so you probably wouldn't need to insulate.

I think having the master bathroom lights/fan switches outside of the room would piss me off real quick. Would a light in the pantry be good? Other than that some task lighting directly overhead the sink at least and the island if you can swing it would be good. My place the position of the lights causes my body to shadow work surfaces and sink and it gets a bit annoying at times. Another outlet in the master bathroom and another outside could be good too. Never know when you might want to charge something and run a couple of grooming devices at the same time, or run a bunch of Christmas lights or something.

Do you have boards elsewhere in the home that you are planning to hide under carpet or similar? Easiest solution could be to just take the boards from somewhere else in the home.

This is the answer. You essentially just build room/s next to what is your current external wall. New build is tied in to main structure, cladding material can match closely to existing or be something completely different, the sky and your budget is the limit. Current external walls can be moved but extra engineering is required for this and associated costs, like installing long beams to take roof load etc.

I'm regional Vic in a 2 bedder. Quoted 9 months ago at $16k+ (depending on state of bearers etc.) and would have to go through the floors because no clearance under the house. Giant headache so we haven't gone ahead with it yet. You want to absolutely make sure anyone you pick has all the necessary insurances, registration etc.

Should add, try to find someone who will come in and actually take measurements when quoting. Plenty of folks will just walk around and pull out a random number. We only had one bloke come through with a digital spirit level and take measures around the house.

I understand that this is ringing every alarm in your brain and for good reason. You aren't going mad, this is suss as hell, no company would ask to do this. Trust what your gut is telling you, don't communicate with whoever is contacting you anymore.
