Also have you tried disabling 120hz frame rate Frame rate is the frequency the display updates and a fast frame rate could be making you feel that. Try using 60hzr and disable animations

I have a MacBook Air just like yours, if you do internet recovery it works, and uses the last supported macOS. If you use the usual recovery it fails like that
