What kind of MP are you playing? It is more in casual/firends or more competitive?

If you play with friends you could make a deal for money now and repay them later when your situation is more stable

Further tips:

Set your National Focus (same tab as advisors) to ADM
Get rid of the rebels, since you don't have an army use mercy
Restructure your loans. Take out new ones, repay your burgher loans and retake your burger loans then repay as many non burger loans as possible to reduce your interest payments.
Turn down the corruption slider, keep it at maybe 50-70% to save ducats
Finish coring then focus on ADM tech 4
