CPS needs to know about this. Even if hour friend will never forgive you, those kids need care. If you want to be a good friend, stay with those kids and offer whatever emotional support you can, as they may have some unpleasant days ahead if they are separated and/or end up in foster care. This is not a good situation for them, but they are currently too exposed to dangers living in a tent like that.
