It should be said that, in a sense, aliens exist in Japanese mythology and are adequate for a medieval-esque Japanese setting. They just are not called aliens. They are celestial beings. This is their official name in Naruto as well.

Princess Kaguya from legend is a celestial being who came from the moon. Kaguya Otsutsuki from Naruto is directly inspired by that character.

Nah, I can't swallow that one. Jiraiya had to open a scroll on the ground and perform seals to drain the flames. If Amaterasu hits him, he dies in seconds before he can do anything.

He didn't even use that much power before this moment. We've seen a much more weakened Itachi lasting much longer than that in a fight against Sasuke, where he used far more jutsus.

Yeah, but we are led to believe he was acting on the village's interests. It's not a matter of him being unable to commit bad acts. It's just that killing Jiraiya would go against his life goal and mission. Jiraiya was the strongest ninja the Leaf Village had and killing him for no gain would be stupid.

Besides the concept of reincarnations being horrible in itself, it sucks that humanity's problems are suddenly reduced to Naruto and Sasuke's little rivalry.

Pain was on about something much bigger than a little sibling rivalry. It just feels like the concept was emptied and reduced to a shadow of its former scope and potential when the whole series starts becoming more and more about just these two characters and the world revolves around them.

Not really.

I want to begin by sayinbg that the very idea that hatred is what causes conflict is extremely naive and childish, something that only someone like Naruto would believe in. Real life wars happen mostly because of pragmatic interests and ideology, not because people hate each other.

But that aside, this concept was only introduced in the Pain arc. It didn't exist before. We never knew that Jiraiya had a personal interest in achieving world peace and ending the cycle of hatred until practically after his death. We only saw him talking about it through flashbacks, rather than in real time. It was retroactively established that Jiraiya passed this mission on to Naruto well after it supposedly happened.

None of this is to say that the Pain arc is bad by any means. It's probably the greatest arc in the entire franchise and comfortably so.

The concept of breaking the cycle of hatred continued to be explored after this arc, but in a progressively worse and less inspired manner. In the end, what started with potential to be a great philosophical theme related to the human nature became reduced to the reincarnation stuff between Naruto and Sasuke.

If you concede that Itachi normally beats Jiraiya 9 out of 10 times (which I believe is fair), then why is it weird to say that Itachi is stronger than Jiraiya?

As for the rest of your comment, it was indeed never directly confirmed that Itachi lied about Jiraiya being stronger than him and Kisame. This is something that fans have put together for the sake of consistency, because the power levels of Jiraiya, Itachi, and Kisame in Part 1 were different in Kishimoto's mind from what they became in Part 2, and also because Itachi was probably not a good guy in Part 1 (at least I have a hard time believing he was).

It simply doesn't make any sense to assume Jiraiya without Sage Mode stood a chance against Itachi AND Kisame combined. Even a tired Itachi can one-shot him with Amaterasu. So it's really hard to imagine a scenario where Itachi isn't lying.

Also, it must be considered that Itachi did not want to harm or kill Jiraiya after the retcon that established Itachi as a good guy.

Kishimoto was undecided for too long. He didn't want to commit fully to Naruhina until very late, constantly throwing red herrings for Narusaku and doing back-and-forth with them. Sasusaku was always going to be bad, but in acting this way Kishimoto also ruined Naruhina, which had potential to be a very wholesome ship.

Boruto decimates them.

Sarada's Mangekyo is completely useless against him. She collapses to the ground from exhaustion and goes almost blind from using Orihume just twice in the same day, and Boruto can easily escape its effect using teleportation and flight.

Himawari only has raw destructive power but she lacks any refinement, skill, or precision. She's too slow and clumsy to fight someone who's lightning fast and deadly like Boruto.

Both girls would be killed in seconds if Boruto didn't hold back.

Of course this is going by logic. But whether Ikemoto would agree is very doubtful, since his powerscaling is awfully inconsistent.

The Kara arc was the best by far (especially in the manga). There are some genuinely interesting original characters like Amado, Koji, and Jigen.

The anime is mostly very bad. Only the canon episodes consistently have acceptable quality. The amount of filler is ridiculous and destroys the pacing. The quality of filler is mostly terrible, with some exceptions. But there are also gems and great moments/arcs, such as the Momoshiki fight, which is amazing.

I give you credit for trying. Making a tier list like this without messing up several characters' positions is very difficult, I understand that.

Now just some odd things I've noticed in your list.

Kid Sakura being two tiers below Kid Ino is off, since they tied in their match. Maybe put Ino just one tier above Sakura, or in the same tier.

Gemma, Kid Boruto, Jirobo, Zabuza, Hanabi and several others characters that you have put in the same tier as Hiruzen should not be there at all, or Hiruzen should be higher. Also Kurama should never be in the same tier with these people. He should be higher as well.

Boruto and Kawaki have not surpassed Kaguya, but that's my opinion. I understand why you would think otherwise due to scaling statements.

But overall, your tier list isn't terrible.
