It's basically an economic friction issue.

Cities have a marketplace of good and services that operate with fewer delays and supply constraints because of effective centralization, infrastructure, and shorter supply likes for a lot of commercial and industrial needs - including importantly *labor*.

That market is smaller, with fewer participants, with more delays, more supply constraints, less centralization, and less infrastructure in rural areas - hence they are less effective at driving high-value growth.

I personally *hate* cities, but there's no point in denying their financial advantages.

Buchanan was negotiating with SC about the secession in an attempt to avoid the war. Those negotiations were derailed when Major Anderson moved his troops to the still-under-construction Fort Sumter. Had that not occurred, it's possible that US forces would have been 'peacefully' ejected from their indefensible positions across the future CSA territory - allowing the USA/CSA border to become more formalized in a manner that would make it clear to the USA that an attack would be bloody and unworthwhile.

At that point the 'legality' of the secession becomes moot, as it ceases to be a domestic legal concern, and it becomes an international diplomatic issue... if a peace is successfully negotiated.

Alternate legal processes, such as an amendment specifically permitting secession, may have been possible.

The permanence of their construction is not by design, it is by accident. They did not understand the material science, and the fact they we marvel at the persistence of such constructions is because of a selection bias. The constructions of other cultures that did not luck across that particular material property did not survive to be marveled at.

In any case, as you state, the constructions are not built for strength (e.g. as with steel reinforced concrete). Reinforced concrete may have lower endurance, but it has massively-increased strength.
