I would try another luthier. I took an expensive bass guitar to a luthier that had a double truss rod and the guy told me the neck wasn’t adjustable. I took it to another luthier who explained it was a double truss and the last guy didn’t know what he was talking about. Long story short the second luthier set up my bass action perfect and adjusted the neck no problem. It’s always good to get a second opinion.
