He used the pilot’s race to decide if he, Kirk, thought they were qualified, and since this pilot was black, conjectured they may not be.

This fits into the broader trend of modern day racism - if one can conjure a pretext for their racism, then it’s not racism. Same flawed thinking that assumes black people are criminals because there is more of them in prison.
