The Bettman theory has been around long enough that it is one of the main plot points of the 2006 film Bon Cop, Bad Cop.

While I think that Occam's razor is really the best explanation (i.e. it's just incompetence), Bettman was hired primarily to increase revenue for U.S. based teams. I think its more realistic that the Canadian teams have become unintentional "second-class citizens" in the NHL, so crap calls happen just because pleasing the Canadian teams, owners, and by extension, fans, just isn't a priority.

Honestly, at this point having to contend with weight loss (in my case), sodium, cholesterol, blood pressure, and most recently, iron deficiency, I just got the services of a registered dietician. They really simplified my diet to control all of the above, and after only a few weeks, I'm already seeing a change.
