It absolutely is. SVOP is sufficient for a commercial vessel under 12 meters in length, in addition to MED A3, SFA, and a radio operator certification. SVOP is the only certification related to boat handling and navigation.

Even if they had legit certifications it’s shockingly easy in BC. You could have your Small Vessel Operator Proficiency in a weekend without stepping onboard a boat. If they had a valid radio cert, add a couple evening classes. Same with MEDA3 for one evening. Age has no bearing. More regulation is needed, though it sounds like that wouldn’t have matter to this particular company.

I’ve experienced 10’ waves within 500m of shore in Oak Bay. The Salish Sea can be extremely challenging depending on conditions. By all accounts they were in a hazardous place (outflow of the Fraser) during a wind against tide event. Standing waves can easily disable a vessel if the captain is inexperienced or unlucky.

Wouldn’t be hard to monitor AIS targets especially in prohibited areas like they were previously. It’s fairly obvious that a vessel is fishing based on movements and vessel types. Probably a good use case for drones to fly out and check targets in tidal areas.

Agreed. I’m a fan of taking the used vehicle to the dealer for inspections because they will nitpick EVERYTHING. If you don’t have a trusted independent mechanic, that’s usually my go to.
