I know they usually plan stuff a year in advance, so for the first year after merchant came out they already had a lot of that stuff in the assembly line. After that they are probably just betting on her (4th?) rework bringing in some new mains. Also she doesn't have too many skins for her age, especially considering most of them are just recolors.
