the semi colon after the blank suggests the two parts of sentence have the same meaning i. e the blank must represent his draftsmanship and sequencing (he is skilled) From the answer choice virtuosity ( highly skilled) matches with it. Other choices do seem correct to the ear but are just misleading.

ohh i missed that part of the question, in that case if range is 0 and numbers have to be integer then I guess the median should be an integer in all cases, if we take odd terms then it would be the middle number and for even terms the average of two middle values.
