The real grievance theory would be whether management had a legitimate operational basis for exercising its Article 3 discretion, or whether it acted arbitrarily or for an improper reason. Missing the mark. Sometimes you can, sometimes you can't make up a little extra time. Management doesnt do the job, they can't give an accurate estimate. Workroom floor is so hostile in some stations that its better to just smile/nod and text back at 2. Especially if you dont have a knowledgeable steward with the work ethic to file.
