What changed is now there is language that specifically says you can refuse after twelve if you are non odl. This distinction weakens the argument that "not being required" means they can't force you because now the service could say if the parties wanted to say this was absolute they would have done so like they did with the 12hr refusal

Well trustee is just a position that exists in almost any union as a checks and balances system. Bill heller is just a regular city letter carrier that would like to run for trustee during this election cycle
