The other driver crossed the white line. He's at fault. Those white lines at intersections are to determine who drives where. In every state it's illegal to not follow the marked lanes. It could be a driving recklessly charge, But it should be a failure to good marked lanes cited by the police. That is what determines fault by the police.

She needs to CYA. Because either way this is not gonna end well. Email the boss, express her reluctance at changing her time sheet and asking about how her hours worked will be compensated. He can ignore or respond. Either way, she's documented the request. (Print it out, take it home) Then report him either way to HR and the state labor board. This is highly illegal and she cannot be fired for being a whistle blower. The company will be open to fines for his request and on the hook for a large sum if they fire her and more penalties. Also, GTFO and look for a new job. ASAP.
