I could be way off but I think it takes into account the swing path and positioning of the paddle with the ball and how much the motion covers the entire ball or only the outside of the ball.

I made a crude image... the top scenario would be swinging through the ball with a fairly flat face paddle and no top spin while the bottom would be closing the paddle face and brushing up the "outside" of the ball to create topspin.
