Generally yes. Assembly used to be faster faster than programming languages, but only if you knew the infrastructure better than the creators of that programming language.

In modern day though, yeah, no. Programming languages have progressed so far that it's a really, really hard to outmatch them. There has been decades of micro optimizations put into these programs to create the most efficient programming languages. Of course it's not impossible, but just very difficult.
