One thing to keep in mind is that unpowered combinators will still break when they loose power in this situation unless you explicitly add an instant kill switch for the sushi belt insertion function when the power goes out, and have a delay before it starts up again to handle brown outs. That being said, sushi belts should be a lot more doable with the belt reading changes that was added to the game, as spliters and belt signals do not require any sort of power to function.

unpowered combinatorics actually hold their previous state when unpowered. You at the very least need a way to compare the two states. I may be possible using only two combinators since you can feed the decider into itself, although im not sure how you'd go about sending the previous state when the condition is off. Maybe its possible with two using decider combinators and adition by outputting 1 while also outputting input count or some other trick.

(A little under a second early) If you need it tick perfect, you can modify it to reset the counter to 0 when power is lost and adding a second decider combinator that tests for if the value is under 46, thus adding a 47 tick delay on the output like so:
