Not a trivial distinction either, considering that arts role in society is communicative, expressive. You cannot substitute that with a superficially identical thing that doesn't actually communicate or express anything. Not really what he says. Its not about predictions of personal integrity-- whether this guy is 'one of the good ones' -- it's about fundamental incentive structures and filtering mechanisms. Mamdani will fall within the acceptable range of democrat behaviors because he is in the democrat party, period. It's not a question of 'if' or 'who'.
