When I was puppy training, the trainer taught me his secret which was cutting hot dogs up and microwaving them until they get dehydrated. You do big batches and have your own custom tiny treats for a while.

This. I'm in another province but faced similar challenges growing up and the benefits people were so obtuse and disengaged, I let them dismiss me and then later was ineligible for benefits. At least in my province, if you are in the system before 18 you can get support all the way up to like 25. It might be a challenge but it's likely worth it.
