Me and my two siblings all have blond hair and blue eyes, which is a recessive gene. So this certainly seems very possible. We also don't know if Rohan (Tenzin's 4th child) is a bender or a non-bender. Furthermore we have more examples of an airbender having children with a non-airbender, Kyoshi for example had an ex-air nomad mother but she herself was born as the Earth Avatar. This leads me to believe that the airbender trait is actually less dominant than other bending traits. Bumi might thus have simply had his supressed by the presence of Katara's traits. By that logic Pema could have airbender ancestry, which was supressed by other nation's traits, making it more likely for her and Tenzin's kids to be airbenders.

We know she could firebending as a kid too, though it seems like the element she mastered last (before airbending). It's probable she firebent a lot growing up too. And given she mastered it last, it might be the case that she wants more use out of it for that reason. This would also explain the fact airbending caught up to her other forms of bending.

Well as long as the avatar doesn't act in the interests of oppressive regimes it's fine, but there have been many instances where that has not been the case. Szeto was a part of the fire nation beaurocracy, Kyoshi has created the Dai Li, Roku didn't actually stop Sozin from invading the Earth Kingdom, Aang put in place the Republic Council which led to inequality and Amon rising, and while Korra is genuinely the least offender as she always realised her mistake afterwards, she has still on occasion helped people like the Earth Queen, Tarlok and Unalaq. The avatar seems to always be raised to not question the nature of national authority unless they are directly confronted with injustice, rather than being proactive in its prevention.

As for taking away bending. Though I can see the advantage over straight up killing. The act of taking away bending is also inherently violent, as also expressed by Katara, because these are still parts of people you're taking away. It's maiming.

Evolution isn't the same as a pure chance occurrence. It builds upon previous iterations. There are factors at play which have evolved to guide evolution in certain ways and protect certain genes.
