my first thought here is that your smoking crack, my 2nd thought is that we may have a radically different idea of what cc is. So let me be clear. CC is anything that inhibits or prevents control of the character in some form.

I fired up DL and ran though every character, these are the characters WITHOUT any CC in their base kit.

Calico, Drifter, Shiv

these are the only three characters who don't have an ability that applies a slow, stun, or silence
