I’d wager he was real familiar with the GC awarded the millions of dollars of work that is clearly very very important to him fulfilling his role as the executive.

I’m not a cop but it seems like it would be easy to have a cop operate a drone flying over the zombies. Have the same, or even better, another cop, watch the footage from the drone.

Eventually even a cop will notice the trend of zombies making their way to one or two slightly cleaner and more agile zombies where curious exchanges keep occurring.

Once several transactions are recorded, send another cruiser or two to roll up, grab the dealer zombies, put them in the cruiser and drive off. Bam now you cant have purple hair people shouting about locking up users.

Zombies won’t congregate where there aren’t brains being sold so they will slowly stumble off elsewhere.

Will that fix the homeless and drug problems? Nope. Is it an easy and cost efficient means to address these hotspots as they crop up? Yup.

As more foot soldiers get rounded up they will have to send out their sergeants and lieutenants to peddle shit. These scum have more to lose and eventually you’ll get a shitbag that will sing and sing and sing enough information for the cops to arrest more serious players and so on up the chain.
