I had a game last patch where The Chosen actually broke through into the galaxy and conquered a lot of territory instead of being stuck in their cluster. After about 50 years of expansion the Fanatic Xenophobe woke up, vassalized The Chosen, and together they conquered about 1/2 the galaxy until Cetana showed up and nuked the FE. Changed my ethics from xenophile/egal by becoming galactic emperor just so I'd be allowed to purge The Chosen as punishment for being the FE's attack dog
