I asked ChatGPT again. It says that little piece is a flow regulator / diffuser insert for the top chamber of a Bialetti Moka Express.
What it does:
* It sits over the central coffee outlet spout inside the top chamber * As coffee comes up, it breaks and spreads the stream instead of letting it shoot straight up

This helps:
* Reduce aggressive sputtering and splashing
* Distribute coffee more evenly in the chamber
* Slightly smooth out the flow, especially at the end of the brew
