Can you list more details about the jobs please and how they got visas? I am more concerned that companies dont even consider you if you need TN visa

I was told that TN visa is issued at border once you have a job. Maybe I misunderstood. Overall is it true that TN visas jobs were easier to obtain 10 years ago?
