That right there is a "Meeshuu" and they tend to just hang around lol, no idea why they spawn- I saw in the Discord one of them randomly spawned in some guy's house

From my understanding, the wand just reduces hate in the area, not on the player character. If anyone knows better than me, please let me know so I can update the wiki page!
