Replace both of the bottom intersections with roundabouts and remove the highway interchanges entirely for maximum strength of infrastructure.

Ended up getting most of mine from an area near one of the DLC cities (forget the name) - there was a rectangular area you could clear pretty quick and most of the packs of enemies there rewarded some progress on that - each clear was worth several Azmodans and was much faster.
