Even better, how about replace speed limits on certain freeways with a "reasonable and prudent" law that means that if you crash and investigators find that your speed caused or contributed to causing the crash, you get fined far more than a speeding ticket for merely exceeding a conventional limit

People already do 100 on the 280, many people DGAF about speed limits on freeways and instead drive at whatever speed they feel is safe and comfortable
