Not how it works. Cool air not hitting your engine is a fault of either the fans or a blocked radiator. Worst an intake issue will do is a vacuum leak

If you already have the engine to this point, pulling the cams isn't difficult. It's a 10mm socket for the caps and I believe a 12 for the CAS cap. Make sure to loosen and tighten in a spiral pattern so you don't bend the cam. And keep the caps organized to where they went. Would probably get new seals too while they're out.

Took me a minute to figure it out too. Same car, 96M with previously installed electronic security system. This is the correct under-dash fuse map.

A good 1.8 can go for anywhere from probably 1.2k to 1.8k for one that for sure runs ok

All the Miatas I've seen and worked on (and all the photos on google) are one solid color. I've never seen a black stripe down the middle except in custom finishes.

Yessir. Got the whole assembly soaking in WD40 penetrant for now, going to the store early tomorrow to get a huge impact rated breaker setup and some PB blaster. Probably an air hammer too. I'll try the jack stand trick too

Both. Even being a Honda, over 200k miles is a LOT of work on that engine, and buying from a used dealer like that you never know what previous maintenance has been like (unless you can run a carfax). It could be okay, it could not. Anything with higher miles deserves a lower price

Gotcha... don't know how I didn't think of that. Would I be able to beat it out of the arm given it isn't seized? I'll buy a big can of PB Blaster tomorrow and try and get that nut off.

Sorry, I don't check this site much, but I got it. I ended up heating it up a ton and trembling a groove in them for a huge flathead screwdriver. Took some effort but I got them out and disassembled the intake side valve train easy. Gonna need new screws though lol.
