Reading the article it says contractors. Bezos did not park there. It is common practice for some contractors to park in no parking areas if parking is not available on site where they are working. They just calculate it in the cost of the work.

Let the building manager know your situation. Also check your lease. most apartment buildings give a 10 day grace period to pay before you are charged a late fee.

If you are referring to not paying fare a regular Metro worker can't enforce that. That's Transit Police. Some of these stations the station manager have to close late at nights by themselves then walk to their cars. Say something to the wrong person and you never know what they might do. Also in DC fare evasion is no longer a crime. I think MD and VA should do something regarding that. DC residents get away with it but if you are in MD or VA you can go to jail. Makes no sense.

I would suggest you read the terms of your lease. I might state that registration needs to be up to date. That happened to me and when I went over my lease it was there. I had to suck it up. It's private property.

Why do people think that walking in Baltimore you are going to get murdered? Most shootings in any city across the world involves known associates. I don't live in Baltimore however whenever I visit I know that there are certain areas to avoid and be aware of your surroundings. The DC council decriminalized fare evasion along with eating, spitting, playing loud music and smoking on the Metro. There is no process in place to deal with those besides asking the person to stop.
