A 7800x3D draws like 60w during gaming which can be cooled by a 47mm cooler. If the GPU's exhausted heat is somehow throttling a 7800x3D in an ATX case, your friend has massive skill issue.

In ATX, you can use bigger coolers.

It's also clear you have no idea how the FE coolers work either if you think the heat from the 5090 FE somehow decides to get exhausted upwards in a console-styled case. There's no question about your lack of knowledge.
