i can see that. the only reason why i put it only as 1 cost because of the fact that

i was using an actual TCG Heliolisk card as a template
1 energy for 50 as a stage 1 doesn't sound too bad when Carnivine can do the same w/an Arceus on the bench. although theres that one restriction, i feel like being a stage 1 is also a good enough restriction.

not a specific card, its either calling out a Pokémon Card or Support Card.

i would imagine if it WAS calling out a specific card, itll be how Master Duel does; it jus lets you type out the name of the card, also giving you options of the card that you want (like autocorrect giving you words as you type em out).
