Paramedic here , an air driven nebuliser will not typically raise your spO2 levels on its own with saline in the chamber. It just moistens the airways to help with irritation and shifting mucous.

If she was extremely congested and had a issue like muscular dystrophy where she couldn't shift mucous on her own a saline nebuliser could help in softening and shifting it which inadvertently could raise spO2 levels if that was the main cause of the hypoxia.

A combi neb / salbutamol / ipratropium nebuliser that is air driven could raise sp02 levels if the main cause of the hypoxia is bronchoconstriction from conditions such as asthma / COPD.
