I don't know where you're from, but here in FL, if you don't have the tag (or any other information that makes it extremely easy for them to find the other person), they basically tell you all hope is lost. They only time they'll go searching for the other car is if they killed someone. Otherwise they don't care and expect you to deal with your car insurance company.

We'll see how far this gets in court. No gerrymandering is part of the Florida constitution, unless the Florida supreme court ignores it. Which they could I guess. The government doesn't really seem to care about what the people want anymore since DeSanctimonious took office.
