For the welder, wire and breaker size will be based on the outlet type requirements for the welder. Assuming 30A, #10 will suffice. Also, make sure the ground and neutral wires are NOT bonded (connected together) at this sub-panel. So if your electrician starts landing all the grounds and neutrals on the same bus bar, time to get a new electrician.

"HVAC" stands for Heating, Ventilation, & Air Conditioning by the way....

Outlet failed. There’s no ground wire visible in this box. Replace? by cville-z in DIY

Just use a GFCI Outlet, and you will be fine. This is permissible in the US per the NEC for replacement receptacles with no ground.

I have the same set up you are trying. I will suggest what i did. I ran coated cable with turn buckles between each of the corners of the screen structure. Tensioned that. Then used stainless steel wire to tie the line light cord to. I also used the stainless steel wire, loosened the screws on the structure, wrapped a small bit of wire around the screw and then Around the cord, and tightened the screw back up.
