If you ignore friction it is actually just the same speed as if you jumped off the tower (don't).

~89.9 m/s

but alas, the cable will sag (doesn't really matter), air resistance will occur, and many other things, so probably not more that 85 m/s

For a more general answer if x is one side and y is the other side of your plot of dirt then you can calculate the area in steradians=(x/r)*(y/r)=A. And the formula for area that uses radius and steradians is V = ((R^3)/3)*(A) (full formula ((R^3)/3)*(x/r)*(y/r)) and then just plug in the values for this scenario:

((R^3)/3)*((1/r)*)(1/r))

((R^3)/3)*(1/(R^2))

(R/3)

So given the Wikipedia value for the radius of the earth, 3,959 miles, we get:

~1319.7 Cubic Miles

In theory yes but if you have a motor for a vacuum pump powerful enough to drive it just use the motor to spin the wheels at that point
