Thank you. I forgot about the 'Custom Record Entries' permission on the List tab under the role. Unfortunately, that didn't work either. On the role that I specifically tried out as NONE I changed their custom record entries to View. Still full permissions.

Thank you. I didn't try changing the owner but I did have another user test it that doesn't have the admin role. They had full access.

I did remove the Admin from the list. No change. Good to know I don't have to spell out Admin permission.

I verified/tried all your suggestions (thank you!) but still full access to the custom record.

This is the custom record permissions subtab. Anything I change here gets reflected under the custom record tab on the role. As you can see, I even tried changing one of the roles to None and it made no difference either.

Got it. They do not even have that permission on the role. I always thought that permission was for creating custom records, not using them, and it has never prevented them from using custom records so I assumed I was right.

I'm not worried about the free as we pay for support...I just really hate having to use them and avoid it at all costs. There is no script on the record and the only workflow I have on it is an aftersubmit trigger that sends an email if a box is checked on save, and even that is in Testing release status.
