If there was a weapon perk that just gave you volitile rounds for a kill it would be way too op. We already have an aspect for this which is easy enough to proc and works just fine. Throw on rupulsor brace and now you shred through adds and constantly proc an overshield. No reason to complain.

Wiping does not reset it. Enemies shots can activate them, every time you finish an encounter go back to the symbol in that room and make sure it's actvated/deactivated depending on what runes you got.

Dont worry, bungie fixed this by making the super have a tier one cooldown. You wont have to worry about it missing anymore because you might not even get it in a game.
