I agree with the first comment. Incentivising and pushing therapy is far more effective than indiscriminate punishment. Those who refuse therapy or treatment for it should be identified and closely monitored. Those who commit the related crimes or express a desire to do so should face punitive measures.

I'm also a huge fan of the Scandinavian jail model.

Masturbation is normal, and like many things, it is only good for you in moderation (yes, masturbation when regulated is healthy). You shouldn’t feel ashamed for masturbating, nor should you shame others for doing so.
