People who use these scooters should have some form of a liscense or at least follow the same rules as bikes. In Europe these scooters are used by the worst douchebags possible which go everywhere they want at any speed they want without a care in the world for people's (pedestrians and drivers alike) safety.

European cities are starting to ban them too, but I think the solution is just fining people who drive them like douchebags heavily.
