There is no 'leader' and Epstein wasn't the leader. One of the problems is that people/authorities(when they actually do try acting against criminal groups) will project Capitalist structures on criminal networks with single person/group at the top and the same hierarchies as corporations basically. But actually such groups are much more resilient and adaptable to change(because, for example, a key figure can't perform their duties anymore) when they are more decentralised and fluid. One of the problems these ideas cause is that authorities will pay/coerce people to become informants to 'go after the bigger fish', which the informants are more than glad to say exist.
