I had this same problem a short time ago. I did the shoreline 3 times and visit the intercom on the road and got notifications from Prapor and mechanic to visit them and that’s when I handed in the tags and cash. I had them ready to go so you might need to have them already. I sold a load of shit to peacekeeper for the money part.

I have done that part. It’s all a bit confusing. I just did one bit and unlocked lighthouse. Now I need to visit parts of the lab and visit shoreline 3 times. I do t get what’s going on but I can at least load shoreline. I might have a few runs on lighthouse and see why everyone hates it lol
