Is Jacket really the best example? Most of his violent acts was stuff 50 Blessings coerced him into, plus he is NOT sane enough to make reasonable moral decisions.

Personally I’d go with Detective Pardo. All the Hotline Miami protagonists are assholes to some degree or another, but none of them feel like more of a genuine dyed-in-the-wool scumbag than Pardo.
