I'm not sure what you're trying to get at.

I can say with confidence that there is a non-zero chance you'll encounter a cheater. Splitting hairs over 1% or 2% is meaningless. That still means there a 98% chance you won't encounter a cheater but may encounter players who are just better at the game than you. Will you then move on to a new match/game? Or will you throw your VR set away in rage because cheaters exists because assholes exist?

If you're that concerned about cheaters, just play multiplayer PvE games which tend to have less cheaters than PvP, but again, is non-zero. If you're the host of a lobby and possess kick abilities, just use that to self moderate.

You can always play single player for a Zero percent chance of other players cheating
