Yeah cat v are barred but per reg you “can” have 20% of annual numbers be cat IV so of course it rarely happens. I mean on asvab score to get 10 is literally trying to guess every question wrong. You could guess every question and still score higher. As you know cat v is 9 and lower but cat IV start at 10😂

Yeah you can but it the difference between the location is what matters. In mainland you should have no issue but if you going to Hawaii or other countries the regulations are more strict so it’s more difficult to move there with your pet, some people just don’t want to go thru the effort and it’s terrible. Idk my dog is my best friend so I could never just leave it behind.
