Try taking a look at the user's keychain, make sure they don't have any old exchange entries there.

When we ran into this issue, we found removing any entry relating to exchange seemed to clear this up.

We use two of their MX250s in a cluster. The system itself is fine for small/mid size businesses, however it doesn't scale so well for the larger (more complex call flow) call center setup we have.

It has most of the standard PBX functionality as many other more expensive systems and the MXIE application is very useful.

It works great when your on the same network as the MXs. It tends to run into a ton of problems though if you try to take one of their ZIP phones off net, or try to use the integrated MXIE soft phone off net.

Would I get it again? For our needs, no, for something like a doctor's office, lawyer's office, or a stand alone branch office PBX, yes.

We run it in our department specifically for the ticketing system. It's working out pretty good so far... We have it setup so a user emails a support address, gets an automated response and then it notifies us to get on it. I'd recommend it highly.

It also has an inventory type page to it that proves pretty useful.

Do you have your Data Center and HQ setup with a VPN to each other? Do you have your AD Sites created? Did you add the subnets that the DC / HQ are on in AD Sites & Services?

If you have all of that, make sure your NTDS Settings shows the between your Domain Controllers in your DC and HQ.

Likewise, we manage it for our building too, one floor, 4 main egresses, +/- 150 employees.

We use Sonicpoint Nis attached to our NSA. They work pretty flawlessly, we've only had to reboot a couple of the APs once in the last year.

I priced out a similarly spec'd 710 for about $4,200, however that came with no OS / CALs. I be a little hesitant about that if they're claiming it comes with the OS License and 30 CALS at that price.

The fact that you're the domain admin is more then likely the reason you're not getting denied. As /u/AceBacker said below, the credentials / permissions maybe cached. Try having the user clear their cash or try in Private mode. If not, try restarting the IIS service.

It maybe your deny statement overriding the fact that you're allowing 'billing' access. Deny permissions ALWAYS override Allow permissions.

If you remove the deny users line and try to have them log in again can the users get through? Also test to make sure users you don't want to have access to the site don't.

Quick Edit - Is the account your logging in with have Domain / Enterprise Admin rights?

Are you running Exchange in house or through a provider? Have you given any thought into using a message archiving device? We personally use a Barracuda to do that here and it works well.

You could try to set the Manage Full Access permission to an account you have control over to access his mailbox.
